EVERY year in Pakistan, around 1,000 women are murdered in the name of honor, says Human Rights Watch. Pakistan has the highest number of honor killings as 20pc of all such murders are committed in Pakistan, mentioned a different report. The Pakistan Penal Code 1860 (PPC), section 299 defines honor killing as “An offense committed in the name or pretext of Siyah Kari, Karo Kari or similar other customs or practice”.
Historically the honor killing was practiced in the subcontinent under the umbrella of “Sati”, in which a widow voluntarily burn herself after the death of her husband. However, in Pakistan, these practices are not been followed but still, Karo Kari or Siyah Kari (black male, or black female) used has to take others life.
“Honor killings” is another term for extrajudicial punishment of male or female relatives for alleged sexual and marriage offenses. Sexual dishonesty, marrying against parents’ wishes or having a relationship that the family or socially unacceptable, and rebelling against tribe and social marriage conventions are all considered misdeeds or insults in the name of honor. The killing is justified on the grounds that the crime has brought shame and disgrace to the family or for the tribe.”
The majority of honor killing cases were reported from the Punjab province. Punjab has a 110 million population, according to the Punjab Population Welfare Department.
From 2004 to 2016, there were approximately 15222 cases of honor killing, as reported by The Human Rights Commission of Pakistan, mentioned in the report of National Commission for Human Rights Government of Pakistan .
The Punjab Commission on the Status of Women (PCSW) reported a 20pc increase rate in honor killings. The report was compiled from the 36 districts in the Punjab, as reported by The Dawn.
According to the Statistical Officer (Investigation Branch), from the year 2011-2020, there were 2957 cases of honor killings were reported. In accordance with the report, in 2017 and 2019 there was a significant decrease in cases. However, in 2020 there was an increase in honor killings in the province. Furthermore, the majority of cases were reported in 2020, from Gujranwala, Hafizabad, Gujrat, M.B.Din, Sialkot, Narowal regions.
